No. Encryption runs with QPDF WebAssembly only on your device.

What if I only set a user password?

The PDF opens with that password and typically has no extra usage restrictions (same as leaving owner password empty in BentoPDF).

What does the owner password do?

When you set a separate owner password, SagePDF applies restriction flags: no printing, copying, modifying, annotating, form filling, or assembly—unless a viewer respects the owner password.
